Короче решил я попробовать новый API. Скачал DOOM, выставил настройки на "ультра" поставил во вкладке "расширенные" Графический API - API Vulkan и играл какое то время
на 150FPS... Но тут черт меня дернул попробовать переключиться на OpenGL - и мои 150FPS превратились в заблокированные 60, переключился на Vulkan - опять 60. 0_о...

Долго я рылся по форумам в том числе и англоязычным. Но решение пришло само собой. Я начал новую игру и мои 150FPS вернулись обратно.

Но разгадка всей этой ситуации лежит где то тут: C:\Users\UserName\Saved Games\id Software\DOOM\base\savegame.user Перезаписался профиль.

Вывод: Для того чтобы воспользоваться всеми прелестями API Vulkan - необходимо начать новую игру и не в коем случае не переключаться на OpenGL, а так же являться владельцем AMD видео карты (соответственно поддерживающей новый API).

P.S Во время игры в некоторых местах стали появляться странные черные квадратики которые очень быстро пропадают, думал "артефачит" - нет, переход на OpenGL решает эту проблему и в других играх неполадок подобного рода не встречал.

Conclusion: In order to take advantage of all the amenities of API Vulkan - you need to start a new game and do not in any way switch to OpenGL, and also be the owner of AMD video cards (or supporting the new API).

P.S During the game, in some places began to appear strange black squares that disappear very quickly, thought "artifact" - go to the OpenGL solves this problem in other games problems of this kind are not met.

Любопытный выход из ситуации. А если просто подредактировать файлик по адресу C:\Users\username\Saved Games\id Software\DOOM\base - DOOMConfig.local. Как по мне даже проще;)
