talmberg Siege quest bugged

so i havn't checked all the optional quests but talking to the quartermaster is impossible for me. he and all the guards are just standing around, can't talk to any of them but the option to mercy kill pops up even though they are standing there just fine, alive. i saved my game and tried it to see what happens and the one soldier i can talk to tries to arrest me even though any character i tried to "mercy kill" is all fine and well. not sure wtf happened but not sure if i am soft locked from completing the quest or just some if not all of the optional quests.
