Robber Baron Cpt. Bernard stuck?

[GP - 25]

I've been trying to do robber baron side quest for the past 3 hours. Bernard just goes to stand idle by the spot next to the training arena while his assembled squad is stuck in the courtyard. I can never start the quest, talking to him doesn't give any options besides training. I've tried to reset the quest but it still does nothing. He doesn't move or teleport he just stands by the post.

you got to fix that somehow? i got the same bug now... i preloaded a older safe state and restarted the whole quest but nothing seems to fix it... it just doesnt continue like this..

It was a mod that bugged the game out for me, something to do with horses. I had to unload like 20 mods and play in vanilla until I finished that quest and reenabled the mods
