Voices are too low in volume sometimes

I tried two setup (both stereo) my monitors speakers and my headset and both are having this problem where 2 NPCs right in front of me, 1 sounds fine and how its to be expected and the other I can barely hear at all.

I had noticed similar with Henry when walking and his talking to himself. I could go back and hear it a little better (thank god for subtitles or I may not know). But this is two NPCs practically in the same position, no matter where I stand its the same. 1 being loud and the other barely breaking a whisper through their entire conversation.

Specifically its the "A Womans Lot" DLC, Matchmaker Mission at the end after you tell Mathias that Johanka likes him and youve told her what you did, he comes along and asks her to the dance. She is barely audible and he is clearly heard.

Ive noticed it in other places and I guess now its really annoying me as Im questioning the sounds, I downloaded the HD Voices and Had the HD Audio installed, Turned them both off and it hasnt made a difference.

Im about to pull out some old 5.1 headset thats seen better days to see if its simply the game trying to use surround sound, but Ive been spinning around during this convo to rule out some directional thing too and its the same no matter where Im looking.

Edit: Its not something to do with the files as I was able to get the audio ok by changing the position of the quite actor.

essentially after telling her I thought maybe for some reason the "audio" was spawning inside her house while she was sitting outside. So I went inside before he arrived, she came looking and I got out, he arrived as she was walking back to the bench to sit and the scene played out with voiced being correct volume, they were both standing and she wasnt against a wall and sitting which might be the issue.

Edit again: I tried it again and waited for them to be speaking then entered her house, and yes She became clear voiced while he was muffled, Essentially game is thinking she is inside and he is outside for this specific conversation.

No wonder it bugged me so much more than the audio from Henry, his I could hear again by stopping/stepping back this one I dont expect too see the actor but their voice be behind them in another room.
