On The Scent quest stuck, any workaround?

So I have the bug that apparently never been fixed, Reeky just isn't in the cave at all and if I force spawn him in with mods the game just gets stuck in an infinite loading screen.

Is there any workaround that doesn't involve losing my entire game and starting again? I have already been back to my earliest save to look and he isn't there.
