Find the mid point of the 'sweet spot' using the mouse.
Press 'A' to rotate the lock. While the lock rotates sweep the mouse in a counterclockwise circle, keeping the sweet-spot lit, this is 'the same 'image' of the lock as when you start, but with the frame and pick rotating together.
'D' also rotates the lock, but it doesn't go far - this is the locking direction (though locking isn't modelled).
If you have been trying to pick using a controller, I would suggest trying with the mouse and keyboard as it is somewhat easier from what I understand.
Sometimes, if the sweet spot is near the middle of the range (left-right and top-bottom), it can be harder to keep it 'fair'... in which case, backing out, and trying again might find a different sweet spot, nearer one edge or corner, where you have a constraint to aid keeping the pick active.
Rotation will halt and the pick take damage if you are rotating it and the pick moves out of the sweet spot (or the sweet spot moves away from the pick).
