Report a translation problem
There's definitely some problem with the NPCs spawning/pathing and not only in this quest - it looks like they reduced the radius in which characters are rendered around the player to squeeze out some more FPS, this could've broken many quests
Someone suggested getting arrested and going to jail for 10 days, as it would revive important npcs. Did that, no result. Maybe the character is lost somewhere in the forest, but that is huge and I've wasted many hours, many times searching.
Is there a console (~ key) command to spawn an npc? I would use it just for the bug.

It's very simple to do, just put the files into Mods folder in game directory, if don't have, create one.
Once in game press ~ key and paste this:
cheat_teleport_npc_to_player token: Hans Capon
Get going, save. Quit, uninstall the mod.
