"Reset to Baseline" sets the Trader's inventory to its original state (items and coin). This can occur for all Traders based on the completion of certain quests (or quest steps). Also, some Traders "Reset" every night, regardless of quest progress, like the Herbalists.
"Resell New Inventory" allows a Trader to earn coin by reselling the items they bought from Henry, thus increasing their available coin for future sales, (until "Reset" by quest progress).
All Tailors, Huntsmans and the Rattay Apothecary resell nightly. (ed. & Talmberg innkeep)
Blacksmiths seem hugely variable - they will resell anywhere from 1-4 days (?)
Armorsmiths, Weaponsmiths, and Merchants tend to resell every ~4-6 days (?)
Ive taken the rattay armourer to over 100K to play with
