Henry is only 15-16, his “father” is also very anti war having seen it himself and believes Henry would benefit more from a trade (blacksmithing) but it’s bold to assume he’d have a lot of training by this point in his life other than helping out around the forge.
For example, Henry must have received a sufficient education in general Blacksmithing, as well as enough armor and sword smithing, to magically be able to become well skilled just by doing weapon, armor, clothing, and shoe repair
Henry doesn't become an "expert" Tailor or Smith, since there are things he still can't repair
but i think the "0-20" is more of a relative thing to Henry's starting and max skill level, instead of 0 meaning nothing and 20 meaning everything, even though 20 clearly means "best" in many cases
the 0-20 ability and skill levels are definitely scaled to fit Henry into a specific pocket of skill level and development, and it starts out more difficult than a typical rpg
Henry is also pretty bad at blacksmithing, starting with a maintenance skill of 0 (or 1?).
