Quest markers on map offer no quests
So for some unknown reason i have finished quite a few side quests and it told me i finished all quests because i got the achievement.
However i still see at least two quest markers, but when i come to these people i have no option for any quest.

One is the guy who works with skins in talmberg. Shows a quest marker, but theres nothing when i talk to him.
Same goes for the guy who was planning on screwing over Matt and Fritz. The owner of his own inn.

So whats wrong exactly? And also does sieging Talmberg have something to do with it? Im in middle of running errands for soldiers and lords, tho even long before the siege or the whole infiltration after the monastery i still couldnt access that quest for the Inn owner.

Skins should be 1 quest with 3 requests, I believe... Check your Activities. Andrew also has two quests, Wolf In Sheep's Clothing and Delicacies. Delicacies won't unlock until you finish specific other quests.

Completionist achievo is actually not asking to complete literally ALL quests and activities. it's misleading, you only need 80 completed.
so there

If doing the seige of talburg quest, then yes some quests will be put on hold. But should be accesable after finishing the seige

Some are repeatable or they offer more later on; therefore their icon remains on the map. I would think this is self-explanatory, unless this is like your first game ever perhaps.

Yes i know that but the problem is there are few quest markers on map and whenever i come to them theres nothing. I either have the choice to ask them about random stuff but nothing related to any quest.

Ah yes, a lvl 106 that played his first game ever right now.
I honestly dont remember a game in which you can see a quest marker that doesnt offer a quest until certain point of the game according to you. And to clarify it more for people of your IQ cap, i mean actual quest markers where i can begin a quest, not the repeatable ones like shooting boats or the fist fights.
And to clarify it even more if that still didnt work for you, i mean those quests that either have the golden star sign or exclamation mark. The hunter in talmberg has the golden star sign but doesnt offer anything, but i have discovered him after the siege of talmberg so until i finish it he might not offer it, but Andrew has exclamation mark symbol for a quest and he doesnt offer anything for pretty long time.

Screenshots?

Maybe you simply have no clue what to do, who to talk to, etc.

Are you referring to the Inns? or something else?

The innkeepers may tell Henry about side quests, when they are available. The dialogue option for Henry to ask about local events is always there though and so is the map icon, even if the Innkeeper already informed Henry of local quests and Henry went and finished them. Also, some side quests are unlocked by Main story/quest progression, in other words, they wont be available until a little later in the the game, and the Innkeeper will respond with some thing like, "no there's nothing going on" or whatever.

Edit: Also Rattay Tourney DLC only happens one day a week, even though the quest marker constantly appears on the map
