I honestly dont remember a game in which you can see a quest marker that doesnt offer a quest until certain point of the game according to you. And to clarify it more for people of your IQ cap, i mean actual quest markers where i can begin a quest, not the repeatable ones like shooting boats or the fist fights.
And to clarify it even more if that still didnt work for you, i mean those quests that either have the golden star sign or exclamation mark. The hunter in talmberg has the golden star sign but doesnt offer anything, but i have discovered him after the siege of talmberg so until i finish it he might not offer it, but Andrew has exclamation mark symbol for a quest and he doesnt offer anything for pretty long time.
Maybe you simply have no clue what to do, who to talk to, etc.
The innkeepers may tell Henry about side quests, when they are available. The dialogue option for Henry to ask about local events is always there though and so is the map icon, even if the Innkeeper already informed Henry of local quests and Henry went and finished them. Also, some side quests are unlocked by Main story/quest progression, in other words, they wont be available until a little later in the the game, and the Innkeeper will respond with some thing like, "no there's nothing going on" or whatever.
Edit: Also Rattay Tourney DLC only happens one day a week, even though the quest marker constantly appears on the map
