yup, Rattay is one of the most demanding location in this game
Was there today and it still drop fps, but really not that much. I assume it will be very noticeable when the new town is more built and populated..
In my case, everything is on High except for Post-Processing and Volumetric something, Obj distance on max, LOD and Vegetation draw distance slightly above mid. And I don't use any of the HD textures / sounds DLCs (unchecked in Steam).
If I walk to Prior and then turn around right before the Mass is over and they all start to move casting shades on volumetric shining floors - my FPS drop to minus 12, and that's exactly where my game corrupted first my save and after a while my profile.
Oh and I would advise against drinking Nighthawk potions during morning mass prayers - it might break your game as well.
Sliders on max, everything else very high except effects and textures on ultra.
Like you I have a rtx 3070, it seems to me that the cpu helps me a lot because after replacing the ryzen 3700x with the 5700x3d, my performance improved a lot.
-----> Shadows setting is turned down to 'High' because my CPU is bottlenecking.
With it at max graphics FPS drops significantly to below 50
-----> Anti-aliasing is set to 'SMAA 1x' because of the same CPU bottleneck, but it also looks way more crisp on this setting, on higher settings it comes off more blurry and tanks performance for nothing.
