Hare hunt quest won't start !

hi so i am starting to lose it that damn quest is bugged i can start the sheep clothing one with lupesh but not start Nicholas hare hunt despite having the quest giver icon on him the only thing i can do is training and trading any solution ?

From what I just read on the fandom wiki page for Hare Hunt, it's not possible to complete Hare hunt if you've already completed Wolf in Sheep's Clothing.

This. If you start wolf in sheeps clothing first, you cannot start Hare Hunt. You have to start HH first, then start WISC during it. They are mutually exclusive quests.

i thought it was an interlinked quest ? i just accepted the quest from andrew and did nothing more and of all the interlinked quest i did its the only one that don't give an open way to make your choices that's weird even in the journal Henry say about ''Either joining them or infiltrate them'' but it force you straight to join them
