When do you get access to Miracles While You Wait?

I'm trying to do every single side quest that's available at the start of the game right after you wake up in the Rattay mill.

I've been doing the Sasau and Monastery side quests and wasn't able to get the quest from the charlatan, he just keeps saying all the gibberish and there's no option to start the quest.

On my first playthrough I did it around midway through the game when I first reached Sasau, so I don't know if this quest becomes available later on.

When I arrived in Sasau, I went to the innkeeper and used the star option to ask him if there's anything going on in the city. That triggered several new stars in Sasau. There might be prerequisites, but I'm not sure. As far as I can tell (I'm only on my first playthrough), after I do some quests, a new orange star pops up in a city, which lets me know there's something new available. Case in point, the executioner in Rattay gave me 2 quests so far, and I only knew about them when I noticed the innkeepers or baillifs had new orange stars on them.

It's rather simple initially - there's the black-hooded moron that the quest is about.
It changes though if you picked up the quest in regards to building the trebuchet.
