The cities in KDC are not very optimized, that's why Rattay and some other cities won't fully utilize your GPU but CPU. Even if you use a 5090, you won't get more FPS because you CPU is mostly rendering all the shadows and whatnot.
You can simply test it if you turn on overlays and check the GPU/CPU utilization. As soon as you turn down shadow settings (mid to low) your FPS are going to increase big time (only inside cities) because that will exonerate your CPU and put the workload onto your 5070TI.
Simple as that. You either live with it or turn down shadow settings.
I understand that in Rattay and also depends on the game time you get more or less fps, during early morning i can go up to 180 but as the morning kicks in with all the vendors going to shops etc the fps go down to 140 or so even if you don't see people on the streets i believe the game renders the shops and vendors etc.
