This is my 4th playthrough so I've decided to kill anyone that tries to stop me. It's honestly much more fun playing this way.

This sounds like how I discovered the broken guard respawn mechanics. You’d come back to a town you slaughtered to find a really weird looking guard who was basically like 14 guards standing inside one another. Got to the point committing just one crime meant you had to fight a literal army.
