As Scrog pointed out, Henry can only "own" (and share inventory with) a horse that he purchases at a Stable, or a horse is given to him as some reward
The Horses in the bandit camps are like any other "stolen" horse, Henry can never "own" a stolen horse, and the game will generally respawn the horse at the point it was stolen from, causing it to disappear from Henry's side
However, we have had some luck making extra saves that seem to keep the stolen horse with Henry
Basically, for example, reloading a save made while riding the horse, will contain the horse, and the horse will never vanish while you are riding it
Creating saves whil riding the horse seems to tend to keep it around, but i've still had it vanish a few times, so i started making saves once i got off the horse, but while keeping the horse in line-of-sight (so the game knows to load the horse with the save)
it's tedious, and Neuhof stables has a horse for under 1000 gr that you can "own"
so, now i use a stolen horse to ride to Neuhof (or just run there) - no saddle required to "interact with Horse inventory", btw, although i do now keep the saddle from the horse i rode to Talmberg from Skalitz (i kept the saddle in my horse pocket)
