How to take the Aquarius quest?

It was only through an Internet search that I found out that one part of the blacksmith's house in Talberg, which is not marked on the map in any way, and does not stand out either externally or internally. And the last part of the sword can be obtained from Richtarge in the Aquarius quest.

I've been playing for 216 hours, I've been talking to this character for a very long time, but I don't remember him offering me a job, as they write on the Internet about the Aquarius quest. If he had offered, I would have agreed. Right now, he's not offering me any work. Because of this, I can't get a piece of the sword. Maybe something else should happen before this quest?

I think aquarious becomes available after finishing the Neuohoff storyline. Also you don't need his piece to complete the sword.

Aquarius is given by speaking to the Rattay bailiff after speaking to Radzig the first time and going on patrol with Nightingale.
