When haggling. You can haggle for best experience gain, or you can haggle for reputation. For reputation haggle prices just 1 tick over the haggle price will gradually build up reputation.
For just training speech, buy or sell an item and enter the haggle window. pick the AGREED PRICE, don't go up or down just pick the normal offered price at the haggle screen. This of course will not raise or drop reputation but gives the fastest speech boost in terms of experience. Even more than actually tipping the merchant, which doesn't have anything to do with speech but only reputation.
So, when your buying or selling and want to work up speech experience, buy or sell your item, go to haggle screen and just accept the offered price. This will let you buy and sell fast, easy, and for max speech experience in terms of time. NOTE. going to the haggle screen and agreeing on the offered price is totally different than just buying or selling an item and accepting. You need to enter the haggle screen and accept the haggle screen price.

get a bunch of herbs, sell them in 9 Groschen lots, haggle everytime, use all merchants
you get an added speech bonus each time you haggle with a specific merchant and get a different response, from mild to angry - but Henry still gets a speech boost for every haggle
other than haggling, there is a small speech bonus for the first time you speak to anyone (that is speakable), and each time you here "new" news or information - white vs. greyed out when asking "How's Rattay" for example
so, talk to everyone
Henry's speech will also go up dramatically just from Quest dialogue, so be sure to ask questions about whatever topics are "new" -
just make a periodic save since some conversations start quests

Talking with people and clicking a new a dialogue, passing speech skill check in dialogue and successful haggling. You can't just keep haggling in a row to get xp.
You are also very early in the game. So you might get confused with my wall of text.
But the good thing is that there are two perks that give bonus to speech so that your speech skill be decent.
For example, at level 4 speech, you can unlock a perk. You can pick either highborn or lowborn. One will give +3 speech while talking to nobles, other one will give +3 for peasants.
And at level 10 main level, you will get option local hero or infamous. I like to pick Local hero which is also +1 to speech among other things at high reputation.
Leveling up reading will give the option for a perk called magistrate which gives bonus for persuading guards.
These might seem low. But once you can see the stat requirement of others for skill check, you will see that most npc have very low speech skill check.
I also recommend keeping a bard potion in inventory just in case you ever get stuck in a high level speech check which are very few in the game.
Having the right potion on hand can be really useful in some situations.
