Report a translation problem
This is what i'd suggest also. The correct quest might trigger if you find (look for) the bandit camp.
The bandit camp is not marked with a quest marker, you just have to follow Timmy's verbal directions. Many folks get lost without a quest marker since we all stop listening at some point.
To start this search, take the road up on the hill, that heads North of Talmberg castle gate - past the Woodcutters was Timmy's first clue.
If this works, then the next clue will be repeated on the screen to you.

_Harbinger was trying to get you to trigger the quest by following Timmy's directions, instead of just showing up at the camp.
The game doesn't like it when you skip steps - this is what causes many of the "bugs" people complain about - although it isn't really a bug, just an unforeseen game state that becomes unresolvable (like when you chose to work with the Bandits and then killed them all)
Either it's a random glitch that happens on this particular quest stage, as previous poster said, or it's just a wrong camp.
It should be a really big camp, a ruined town, essentially, that also should appear on your map as a town. If that's what you have found, you might want to walk around it to find the 'proper' area that triggers the quest. Approaching from the eastern bridge side always worked.
