How high is your speech, while we're asking for information.
My speech is 11 base, and I have access to a bard potion, not that it helped. given that brings me to 16, and I have the perk that lets me "see" his speech skill (6), I consider that pretty substantially overscored, to answer PafunaMT's second question.
And to answer his first question, the way you are "supposed" to do it is to find out its a chant to get the timing right, then overhear him saying the poem and repeat it to the other blacksmith; I'm not having trouble COMPLETING the quest, I just want to know what I'm missing to complete the fully-diplomatic option. I like flavor conversations, what can I say.
Well, reciting the chant back to the Ledetchko smith is one way to complete the quest: the other is to select the option about 'tempering', and that's where the speech check comes in, I think. When you speak to Mikesh in Sasau, at some point there's an option to recall how your father was a blacksmith. If your speech is higher than his (7 or above I think), he'll say something like, "Fine words, and no mistake", then wax eloquent about how smithing is godly and profitable. Then you'll follow the prompts to talk with him about tempering.
Once you return to the Ledetchko smith, the option to tell him about tempering will be there. You can also tell him about the chant. Either way, quest is a success.
Also, you can also ask the Mikesh's wife about the chant, if you're into doing the complete quest. She'll tell you it's a nonsense rhyme.

On wearing clothing, it really doesn't impact your speech skill, but during certain dialog options, you'll find the charisma stat can give you a better response option than the speech stat. Unfortunately, if the dialog only relies on passing the speech check, then your out of luck as charisma wouldn't have any impact by itself. Others may have different insights.
Since it seems this is not apparent to everyone in the thread, and without naming names, I will enunciate exactly what I am asking:
I do NOT need to know how to complete the quest, I can do that using other methods.
I SPECIFICALLY want to know how to pass the speech check. Good stats and clothing alone apparently don't work.
By the looks of it you just need higher speech.
Clothing is irrelevant. It raises your charisma, not speech. You use the speech stat to pass the check and that is all you need: a high enough speech stat.
That said, if you happen to know what the passable value for it is, I can come back to it later, I just don't want to put it off and have it become uncompletable, as this type of game has already done to me several times.
(and no, I don't just want to "read ahead" to when that would be, I like experiencing the storyline firsthand; that's why I dislike this type of hidden mechanic. If the only way to get it done is to wait, but waiting also might cause it to be lost, and the game does not show me what the critical variable is, then I... well, I've failed. And that's not my goal here.)
I'll keep this in mind next time I load the game, though that may be a while yet. Thanks :)
