I got to this Concilation Cross,but it doesn't pop up to say that i have discovered it!?.

So, I think I have your answer - that cross is on the road you ride to Talmberg with the Cuman horsemen chasing you, hence it's likely you already discovered it, thus the discovery notification won't fire when you visit it a second time.

If you're trying to get the Achievement for finding all the shrines and crosses, make sure you 'Admire' the shrine, don't just pass it by, won't register as counted for the achievement. To admire the cross, just select it and then read the shrine (or admire it if you have that perk).
