Chausses layering

Why can't you wear a padded chausses below a mail chausses.

I thought it was because the Mail one is heavy armour and the Padded is light armour so as a result its either one or the other.

I'm not sure that's it. IIRC, both those armors are outer armor, so they take up the same slot.

Uh, yes, they take the same armour slot, so it is one or the other (both cannot be worn) seems straightforward to me...

yeah but like, in real life can you just wear the padded chauss underneath the chainmail leggings.

No, because when chausses were used, they were usually chainmail, and covered by greaves or cuisses. Padded armor was used on the arms and torso, not the legs. The greaves themselves usually WERE padded. But that padding was explicitly part of the greaves, not separate.
