I'm trying to get the Robber Baron achievement but I have to do Hans' bathhouse quest first. My lockpicking is only at 7 & to get into the cellar for the wine (which says it's optional but it isnt lol. I said no, he makes me. I skip time, whole quest fails.) I have to lockpick the back door which is Very Hard. So i'm guessing probably around level 8+ for that one.
Is there another way in or another way to do this optional-non-optional part?

The key is in the same chest you put your own clothes in during the dialog - it will indeed open up the door at the top of the stairs - you also keep it throughout the rest of the game.

You can get in through the backdoor, there are stairs that lead up. I guess you took the key from Hans Capon, that will open the other lock.

You can actually steal Hans' keys. They open the Rathouse.

its in the chest with his clothes, you need to steal it. I'm not sure if this opens the lock you mention, but if you use the stairs on the backside of the building you can go around this door.

...and you can keep and wear Hans' clothes. He'll walk off in the morning in his underwear apparently still so drunk he doesn't care that you're wearing his clobber. He seems to have a wardrobe full of identical garments so you can constantly commit the faux pas of wearing the same outfit when you go out together.
