Train Hard, Fight Easy Bug

I'm dealing with a game breaking bug that is making me very sad :/

After doing my first bit of basic training with Bernard, Capon interrupts, we finish, and then afterwards Bernard just leans on a post and does nothing even though we are supposed to walk towards the archery range. The only dialogue options are asking him about town discussions.

I have tried everything:
Reload saves
Reload to saves with no side quests
Sleep
Pass by time
Verify integrity of files

I have all of the DLCs downloaded as well. I'm currently reinstalling the DLCs to see if that helps. Has anyone found a solution to this?

Did you try just walking into the archery range and seeing if that triggers the event?
