As for your other questions just read into nighthawk potions then go around at night in the woods with the forester perk and nighthawk on and snipe dudes with a yew longbow and better piercing arrows. You'll also be nearly invisible for that matter so backstabs are a possibility, but much more dangerous.
I think you get the ability to do very hard locks at around level 7 or 8, at which point your marginal gains on lockpicking kinda fall off.
To level up pickpocketing you can just sneak into people's houses at night when they're sleeping and pat them down.
Both the above will level your stealth, and besides that you can just go around the outskirts of towns and choke people out and that will help too.
To level up bows I'd recommend running through the thickest parts of woods and finding deer and boars to shoot and/or going to Ledetchko and doing the archery contest there.
In 2 of the rooms above the Broken Wheel Tavern, you can find Tight black hose which is quiet and inconspicuous.
There is also a Black hood(4 variants with same name, but you want the deep black one with pointed edges). This is sometimes found on bandits of medium to high level in ambushes and skirmishes. There is also a Padded coif that is black. It can most often be found on Cumans in the same places as the Black hood.
With these, and Leather gloves, you can cut your visibility down to 17 and conspicuousness down to 20, with sound at 0.
So I go for the Light Tarred Jacket, Quiet shoes and the best pants I can find.
In the end, it doesn't really matter does it? In this game, sneak means drink a Padfoot potion if it doesn't work. At higher levels you can do this easily in full armour.

also, more importantly, once your "Stealth" skill is up above 6 (or so), the effects of your gear are mostly negated for simple home invasions (more important for pickpocketing)
towards the end of the game i am walking into folks houses in full armor without issue.
Note that the effect of clothing towards Noise, Conspic., etc is cumulative, each component of gear contributes a percetage, some seemingly more than others
Generally, for "better" you should avoid all medium & heavy armor.
However, to answer ur question about best, here's what i've found.
1. Torso (Body Garment): something with the word "dark" is best, but some non-"dark" are "good enough"
- Best: light tarred jacket
2. Legs: almost all pants are pretty much, small contribution, but dark seems better
- Best: Tight Black Hose
3. Shoes: any will do, variation negligible
- Best: Quiet Shoes
4. Torso (Outer garment): any darker Hood, brown, gray, black
- Best: Black Hood
5. Hands: Gloves oddly give a huge "Noise" decrease, so wear a form of gloves
- Best: Leather Gloves
Padded Coif can be worn also, and it might adjust the number, but check for urself.
And again, once ur Stealth gets up high enough, none of this will matter much, except maybe when pickpocketing.
