Guessing you are talking about Marius, i have overpaid him and also only given him a "less of an increase" - both result in the same thing, but one costs less.
I haven't tried giving him no increase, and i cant find anything definitive on the web about making him accept what he agreed to with Divish (which in truth should be what he accepts, since he reports directly to Divish). Perhaps only a Reputation hit, but minimal effect ?
I think it takes a speech check, but now i'll have to try to gouge him and see how that goes - lol

I have never seen anything involve negative citizens though, although perhaps some Judgements are recorded that way ?
