No, it is from womens lot.

I have not bothered to get a dog. But i can 100% tell you it was not in the game prior to womens lot, and in order to get the dog, you need to talk to theresa and peschek about the mutt following him around.

It was introduced in women's lot yes. However I didn't know the dog didn't exist if you do not have the DLC as I thought that part was a free update. In Women's lot, the dog is almost required to survive so it is a requirement to have it in that DLC.

As for dogs in the game. It comes with pros and cons. A dog can kill any deer or boar with the correct perk, and it is useful for distracting enemies. A big problem is that always tends to walk into my strikes which cause it massive damage (as my sword have a tactical nuke strapped onto it), as well as the dog keep ruining combos for me all of the time.

As far as I know you can't have the dog. Skill probably exists just so bonus training from quests wouldn't go to waste if you don't have Woman's Lot. But you can try asking Theresa

That is crazy. Why have the menus, skills, and perks in the game if the thing isn't in the game? I am not buying anything to get content already shown in the base game. I have also yet to see any horse armor is that also only if I give them more money? Did EA make this?

My line of thinking.

Once you have played past the Skarlitze level you would remember a dog coming to Henry like a moral support as he buried his parents at Skarlitze. We kind of bond with this dog.

So the whole main story was written long before the DLC - A Woman's Lot was added.
The Woman's Lot is also centered around a dog support but it is not the same dog for reasons you will find out if you play the DLC A Woman's Lot.

Devs may have decided to bring this lost dog from the beginning of the game at Skarlitz back into play to blend in with Theresa and A Woman's lot DLC.

So you cant have the dog Mutt without having the DLC Woman's Lot.
The DLC story of Theresa now intertwines with the whole story of Henry and the main Story as it provides for the player what happened to Theresa before she saves Henry from the Mob who steals the sword.

Also The Woman's Lot DLC icludes 2 DLC within it. The other is the Madonna of Sasau.

Horse armor for $ is Bethesda, not EA

The dog exists as I said in my comment. But only as the dog Henry saves in Skarlitz.
But to own Mutt as your companion you need to have the DLC and then he appears at the Mill Theresa is looking after him and she will give him to you.

Horse armor is not really available for Pebbles as this horse was given to you. Pebbles can have some tac like the head plate found in the secret place and the horse Cover saddle given to you winning the talmberg races.
We can't buy horseshoe or armor for pebbles but we can when buying a horse.

Oh there are plenty of dogs around attacking me there are just none I can own apparently in the base game even though the base game has all the skills, menus, and options for it. They even let you train the skill with a trainer. $12 for the doggo isn't happening though. Ill wait for a sale or something.

All those came into the game only when the DLC was released! That wasn't in there before! So if anything, they provide all that WITHOUT paying for the DLC!
