I don't think there are any plot restrictions on Treasures of the Past, so you can probably install it any time you want. But I'm also not sure Treasures is worth owning.
You can't start playing Woman's Lot from the get go, you need to be at least a quarter of the way into the game first. Henry has to be settled in Rattay, and the first part of it is triggered by a question that he asks Theresa (you'll know it when you see it). Woman's Lot is worth every penny -- it fills in a lot of the backstory and allows you to explore Skalitz and its suburbs before the sack by the Cumans.
From the Ashes is a lot of fun, but it will leave you looking around for other Medieval city builders. You need to be about one half to two thirds of the way through the game. I've never tested this, but there's something that happens about three quarters of the way through the game that probably makes it impossible. Rebuilding a whole village is extremely expensive, so you need to have accumulated a lot of in-game capital and/or know how to generate cash in industrial volumes before you attempt it. If you've got the cash it's easy and rewarding, but that kind of money won't come from casual burglary and picking a few pockets.
You probably should avoid installing and starting dlc during the 'restricted' parts of the main story when the necessary characters are busy elsewhere, just to be on the safe side. These are in the closing stages of the game and you get a warning about quest availability just before you enter this stage, so you can't really miss it.
