I started playing recenly this time with a 3060 rtx and still experience drops in same said places, so yes I think it's quite normal.
In the Towns, Yes, you should expect higher loading and perhaps some bottlenecking (which will appear as stutters or drop-ins). There's more active things to solve for and then draw in the towns (more folks walking about), so there is more overall PC load.
For my machine, i got to settings that ensured at least 58 FPS in the towns, which gave me a max of around 85 FPS (@1440p). Then, i turned Vsync On which removed most of the remaining tearing and misaligned-edge effects.
oh, and btw, i suggest setting to Window Borderless (or however it is described in Settings)
since my CPU is a little bottlenecking my GPU its probably both ^^
upgrading from 1070 to 4070 and than finding out its not my PC but its mostly the game.... kinda sad
But yes, unfortunately for this game, the "final patch" that improved performance relied heavily on the CPU, so thus ur result.
Depending on your CPU, upgrading to a 4070 could actually make performance worse.
Reduce some settings to reduce the CPU load.
