I encountered only once in all my playthroughs a random event where I found a dead woman on the floor which had one of these potions, was pretty cool imo. But I dont think the potion will influence npc behaviour indeed
if you have low intelligence and low alchemy,
odd found potions on npc's or even crafted ones can or will be labeled as "Unknown potion" with either bad effect or no effect or the good and bad effect at same time, or just good.
If you have not learned how to read yet in the game, progression in desired skills will be slower or non-existent, best to save books for later progression, since once you get the perk for earning twice the amount of skill points by reading in the desired places, you don't want to waste extra skill points on limited chances for easy gain.
Poison is one of the main potions when applied to some objects in the game and used in a manner to effect an NPC's, other potions not programmed to have an effect on NPC's might not work.
I am sure if you read the wiki and test theories with save games you can answer your own question.
I have also completed several runs of the game. This is not someone who is just wondering around
