Report a translation problem
"who's there" and "what was that" is, as danilo proposes, a private property indicator.
This will obviously happen if someone detects you while you are in an area that causes the "restricted area" indicator to appear.
This will also happen if you are moving through someone's outdoor property, meaning the area around their dwelling, where you are not expected to be - for example the garden area adjacent to the Inn's gathering / drinking area.
If you are getting it all the time, then it has probably bugged out and will hopefully reset if you reload the game or leave the area and return.
Sounds like a true nuisance though.
But in seriousness I've had the same issues but it doesn't effect any quests or activities as far as I am aware.
I only noticed that behaviour with the Tanner so far. That's usually no problem, as he stops trading after 'On the Scent' anyway, but during that quest you need to be carfull when locating Reeky's stash. Usually, when he's working, he won't notice you, but if he does an follows you to the spot where Reeky has burid his stuff, don't take it, else he will run off and report you for stealing.
Yes i've noticed this too - unexpected and an obvious bug, but a very minor one.
Glad the bug the OP encountered "went away"
