this is a pretty clear indication that the devs expected this to be possible, and the fact that you used to be able to do this is encouraging.
However, i do not know if this is still possible, it's definitely very risky now - as you say, the Cumans switch to full melee mode very quickly.
like most others, i go for the horse first - although, for RP reasons, i then slam the horse into the Cumans, although whistling, press <x>, is all it takes - and you still gotta be quick.

After you get shot in the leg with an arrow, go in the horse inventory and transfer the saddle to your own inventory.
Why transfer the saddle whilst getting chased? What does that do?
You can probably sell it for gold.
also, unequipping the saddle from the horse greatly increases its speed. (exploit)

Also i didnt lockpick that chest in talmberg with the plate arms armor in it, i wonder if it's still there
It will probably still be there. The thing is, by the time you get the chance to go back to Talmberg, the value of that armour will probably be less than the value of the armour you will probably be wearing when you go back there so it's not really particularly important.
