You can only ask Bernard for training when he is stood next to the practice arena outside of Rattay. Where is he currently situated?
it may be that you still have an outstanding objective and that's why he's giving you grief and refusing to train you.
And if you have a bad Reputation with the "Rattay Soldiers", then paying an "Indulgence" at the Upper Chapel may raise it to a better level (just tested it and made it from -34 to +16).
The Ruin quest will also raise Reputation with the Rattay Soldiers.

It's behavior in the Prologue that carries over into Henry's arrival in Rattay.
