How to start money for old rope?

Trying to get the achievement in my tbas playthrough. Does it need to be completed before a certain point in the game? The Rattay in keeper gives me no hints abd everytime through the main story i went by Rattay it wasn't avaliable.
I have checked on the wiki but couldn't clarify.

You can start it by talking to Herman. You'll have to complete 'though love' first.

Herman will actually start walking into town when it is available...that's when I ussually pick it up. Though first deal with the woman crying outside his house and the quest should be available a couple days afterward...maybe even a couple hours...it isn't long.

I would assume so...there is no reason it should be there as nothing happens to Herman. Though I typically have everything done prior to the little epilogue time and just end the game right away.

Like many other side-quests it is no longer available after 'the die is cast'
