I guess the former kinda belongs in the game proper, but I wouldn't mind if the latter was free DLC instead.

It's just voiceovers in languages I don't want. Why are language packs not optional? Says so right on the game page in your library if you click on it. Most information is easy to find, if you know where to look.
That's not how patches work. You may DL a 20GB patch, but it can rewrite 15GB of preexisting code, and only actually add 5GB. Size of the patch has no direct correlation to the size of the game file.
