Steam can be opened offline as well. There is even an option to go offline from the menu should you already be connected.
for me when internet fails steam will give me the option to start in offline mode after it cant connect.

Not at all. You can disconnect from the Internet before signing on to Steam; if you do that, Steam starts in offline mode. My late grandmother didn't have the Internet in her house, so whenever my parents and I went to visit her, I played games on my laptop with Steam in offline mode. You also have the option to NOT use the Steam Cloud; if you do this, the Steam cloud won't sync unless YOU initiate it. So yes, the game can indeed be played with Steam in offline mode. The only time I ever played KC:D with Steam in online mode was that very first time launching it; every other time has been in off-line mode.
Rome 2 works fine like this. KCD works too
You can start steam without internet... Even without prelauchning with internet
Only difference is that you saved games wont be on the cloud until you connect steam to be online afterwards
