Rattay tournament herald does not spawn

I've been waiting outside by the arena at the waypoint but the herald I'm meant to talk to sign up doesn't show. Then when morning has passed I failed the quest and all the combatants are there :(

Rattay Tourney only starts after you have initiated the main quest by talking with Radzig in Perkstein (to finish Awakening).

If you've done that, and the Tourney still doesn't trigger every few days, then you are experiencing a bug that i have never seen in over 800 hours of gameplay.
