Some people don't seem to understand this mechanic though and they automatically assume it's a bug.
I'm assuming this simply because if this was not the case, the whole game would eventually be unworkable for people who play as a thief with every town paranoid, unwilling to give quests and constant guard checks.
So it simply must die down I doubt the devs made the game in such a way that the thieving mechanics are designed to stop thieving being viable and lock out side quests.
But this is a pretty specific bug
Like I said my reputation is in the 50-70s range except merchants which at currently at 48 because i lowballed way too hard at the beginning of the game and am just recovering. Maybe the pub guys are linked to that.
I believe this is correct too. It's a karmic affect.. 'hand of god' in your actions so to speak.
But I went full crazy on lockpicking, level 6 before leaving Skalitz, 10 before leaving Talmberg and topped it up to 15 in Rattay, so I have been able to rob the weaponsmith, armorer, tailor for 5,5k per day between them and occationally I do, so I pointlessly have 20k right now, but no reason to spend it as i can and do simply steal whatever I need from those same shops.
I did however notice every church has a donation box that asks for 100 grochen and naturally as I have surplus money, i drop 100 in every time and give to beggars etc, any moral choice to give money, I go for.
Guards do check me every time i enter Rattay, sometimes multiple times, but they just ask for 20g which is nothing, so I often "haggle" them up to taking 23 from me, which may give me the occational +1 rep with the guards if i do it enough times.
Anyway, i have been playing for 10 hours with this serial kleptomaniac mindset, but have also been as charitable as possible and "haggle" up to max price possible the few times I do actually buy an item and all people do Is love Henry, the guards even like me enough at 60 rep for me to pass the speech check for them to let me go, but I opt not to for the above reasons of "maintaining relations"
I am speaking of the Karmic affect as it applies to the real world.. not as some mechanic in the game like they had in Fallout 3.
