Report a translation problem
I've played past that point several times in both regular and hardcore, and captain Bernard seems just fine and not particularly buggy.
Assuming that you aren't using some weird mod that messes up the internal mechanics of the plot engine, did you remember to try to play realistically ? He tells you at several points to keep reporting back to him, and I'm pretty sure that if you don't it will mess things up.
It takes some time for him to travel from Neuhof to Rattay.
When in Rattay he's not always at the arena, but goes to lunch during the day regularly.
He's also involved in some other quests.
He will skill up swords/defence/axes for cash, and give me random tasks to kill bandits, but there aren't any options for sparring to get mastery etc. I've tried riding in to him, resting and moving about for two full weeks, aggroing him and surrendering... NOTHING works to get him to leave Neuhof.
There has to be a console command to "reset" a NPC, or perhaps force the old Ginger-quest to re-complete, or giving myself the mastery skills?
You are supposed top talk to Bernard *before* going into the woods, and then, after finding the hoofpick, and after quizzing folks on the hoofpick and being told about the charcoal burners.
You can skip all of these, and only do the following - but he acts rather upset.
You need to talk to him once you find Ginger and relate Ginger's Story - he then tells you to talk to Sir Radzig, who is also in Neufhof, leaning againt the house. Bernard doesn't leave until you have talked to Radzig, *before* heading to Uzhitz.
The game might glitch if you head off to Uzhitz, before talking to Radzig - because Radzig then might head to Merhojed.
My suggestion - try talking to Radzig, since it is his progression that triggers Bernard to leave Neuhof. If radzig is not in Neuhof, he is probably in the military camp West of Merhojed
