Except i've waited for days and nobody ever shows up... At some point i heard the NPC talking but he was nowhere to be seen... can i skip this quest?

Yes but like i said, the NPC disappeared and i even heard him talking out of the blue so i never got the kit

It depends if you allready have good gear, they won't want to give it to you, and if you have talked to a guard and they said that; sometimes the quest check don't go away; however you can still continiue with nightengale.

Also, it's on the very bottom level, try around noon.

Not sure that's true, they do comment "you look like you're already geared like a noble's squire" or something to that effect, then he says "you're entitled to a helmet =, a padded gambeson and a bludgeon" this was after I... (mild Spoiler for a previous quest) robbed the talmberg garrison for their uniform so I could leave the castle without being recognised

I just had this bug and was totally baffled by it for a while - I was in the correct 'lower' guard room of the armory tower - but there were no guards sitting inside.

The 'fix' that worked for me was to sit down on the bench (on the right side as you face the bench if that matters).

Lo-and-behold a guard magically appeared sitting next to me on the bench who I could then talk to in order to collect my equipment.

yeah, wonderful. my fix was to read this and then look back at the bench to realize a guy had appeared there while I was reading. effin hell
