Lighting on ultra can cause quite a drop in performance for in-door environments due to added shadow casting from in-door lights and windows so setting lighting to very high is the best.
Looking into configs like on this page

can help as well, but I think these config settings typically help with load times the most as opposed to general performance.

It causes textures not to load properly, especially far off LODs; 0 is the default setting.
I have R9 5900xt with rtx3070 and have problems on ultra settings too.
Unfortunately, dropping down to Very high makes no difference
I have a 12900KF and a number of games had stutter until I did some of this but KCD has no been an issue for me, but it might fix your issue.
Edit: Correction, I meant MCE (Multicore Enhancement)
It sets it to 60 FPS, but much smoother for me (i was at 85 FPS in most places before)
The game is simply poorly optimized.
Just be sure to use "Windows Borderless" to avoid the Cutscene glitch.

Also. This is just my opinion, but using Ultra is not worth it, unless the game is 6-8 years old and you can do it without meaningful performance loss (you will dip up and down abit if you set everything to ultra)
The visual gain is like 3-5% for the cost of 20-50% performance, that means that in most cases you would never notice any difference, other than ofc, your performance taking a hit.
You would be better off trying to run 4k, that would give you a larger change visually than going from very high to ultra, albeit.. 1440p is the sweetspot, so I understand why you use that (I use 1440p) as well.
Can you tell the difference here and what they are? (this was made on my old machine, so these FPS are from a setup build around a 2080)

In 2022.. 32GB of ram is basically med level... this is a fact... especially with higher resolution, and graphics in games, and depending on mods e.t.c not all about your silly gpu or cpu...
I have better specs than yours? not a single issue..

Rofl. 32 ram is almost overkill for most games, but 64.... that would be like if you are doing blender or videoediting.. not gaming.. infact, it would be better to have 32gb quality ram, with good timings, standard 64 ram with lousy timings (even if they were high mhz.)
The vast majority of games, will never utilize all ram in a 16gb system still.
