Report a translation problem
I have i7-4770, gtx 1060. In 1920x1080 50-60 fps, at 3840x2160 25-30 fps.
My settings:

So, possibly problem at you side.
Try delete and reinstall the game? Check cpu-gpu temperatures? Check for viruses? Try to install old nvidia drivers (399 and older)?
4GB “-heapsize 524288”
8GB: “-heapsize 1048576”
12GB: “-heapsize 1572864”
16GB: “-heapsize 2097152”
24GB: “-heapsize 3145728”
32GB: “-heapsize 4194304”
64GB: “-heapsize 8388608”
So what you want to do is go to steam -> right click Kingdom Come: Deliverance -> properties -> launch settings
So since you have 16GB of RAM you'd put "-heapsize 2097152" into the box.
It gave my game a small 10-15 fps boost for my 24GB, so it should help a bit.

the strange thing that when i was playing it couple mounths back i had about 40-60 somethimes 70 .
i reinstall the game and still nothing .
every other game works fine
then clean up some programs and other junk on the C drive (where windows is for me)
now everything runs fine on high/ultra
weird....but seems to work
