Report a translation problem
The mission fails, if you get into a fight or commit a crime anywhere near the tourney master. My problem was, that certain nameless npc's that were wandering in that area got spooked as soon as they saw me. They just ran away as if I committed something against them. Are you sure not this is happening to your game as well?
I resolved the problem by approaching this npc farther from the tourney, and chasing them out of town. There I killed them with no witnesses, and after that the tourney missions worked like a charm.
P.S. - if you can't talk to the tourney master, only the pickpocked option appears check if you have outdated mods that mess up the game.
As of the OP, I probably did something wrong, I've loaded an older save and it works now. When I attempted to do the activity yesterday, I talked to the Samopesh blacksmith and then immediately, I went to the Rattay herald. But maybe the game wants you to wait until next morning. It shouldn't matter when you talk to the herald, because you either talk to him the next morning, or immediately and he tells you to come back the next morning anyway. But no, you have to wait until morning and MUST NOT talk to him before that, otherwise the activity fails. Seems kinda illogical, but at least now I know what to do.
