Part of the problem with running AMD/Nvidia programs, there’s often glitches. There’s likely issues with settings in the GeForce app causing issues. I haven’t played this game recently on my own PC, but when I did, I ran an i5 4970k OC’d to 4.9 on water and a gtx 1080, also OC’d by about 30%. I maxed the game out at 1440p. So maybe check your resolution? Not trying to run at 4K are you? GeForce experience or something like that? I can’t help you with specific settings as it’s been a long while. However, seems there’s a driver issue. Also, I stand strongly by my statement. Shouldn’t have bought a Ryzen cpu. Budget option for a reason.
the OPs hardware should be capable of more than 35fps so the problem lies somewhere else and should be able to be fixed otherwise before going for mods or config tweaks.
i think a gtx1660 should handle 1080p and med-high settings mostly @60fps. definitely with everything set to Low, lol.
6gb vram is sufficent.
regarding Ryzen cpu, they can sure be great but i often read about issues because mobo drivers, bios settings and RAM timings.

OP, see if there is a Windows update (what OS are you using?) and update your GPU driver.
if you have some special gaming mouse/keyboard you may need to update its drivers/firmware (seriously, in another game someone fixed his framerate by doing that!).
did you do any form of overclocking or manual configuration?? gpu, cpu, ram?
if so then try again with the system's default settings.
you also might want to check the temperature of your hardware. RivaTunerStatisticServer can show you temps, usage and other things while ingame.
check average and max temps of your hardware on google to compare with yours.
Don't ever feel the need to apologize for ur build - anyone who feels the need to tell you what you "should have done" is changing the subject, not answering the question, and wasting your time.
And all that crap about this app or that - is all opinion, hearsay or anecdotal at best. If they don't actively use it, they simply don't know what they're talking about.
You absolutely should not need to know the myriad of settings for running every PC game, that's a silly waste of ur gaming time. KCD is actually on the simpler side, but there are games like RDR2 that require some deeper knowledge to get right (and will not even load if you get it wrong).
So, you can go out and look on forums, listen to all sorts of berating and useless talk, or very simply run the tool that your graphics chip manufacturer developed and actively maintains to help you tune your graphics card to a particular game.
Now, with that said, GeForce Experience optimization does tend to over estimate your card's performance and also doesn't always work well with lower end manufacturer's cards because of shortcuts taken in their development (or sub-optimal components) - and as in all things with Windows - there are sometimes incompatibilities and always exceptions.
Run GFE, Turn VSync OFF, and run at 2k (1440p) or lower resolution. Then turn down distances, shadows and anything called "details" until you find it acceptable.
There are games that GFE doesn't support, but if a game is supported then it should be used as a baseline which you tune from there.

Be sure to read installation instructions carefully. You NEED to have the Flow Graph Hook installed for Optimized Graphic Presets settings to save.
Never owned a console.
Maybe if you don't have the skills to mod, you should just keep it to yourself? Have you used Optimized Graphic Presets? No? Then your perspective is an opinion based on what?
What is it with the gatekeepers with KC:D and S.T.A.L.K.E.R? If we want to mod and improve the game, that's our choice isn't it?
