Yeh - no bug there
If you pay attention, he gives you a "key" - and then you need to find the chest that the key works for, and that chest is probably in his house.
And the objective was to "buy charcoal" - and use the money from Kunesh - so, instead of money, Kunesh gave you back the Axe, Hammer and Nails - so maybe the Charcol Merhcant will accept them as trade ?
The game will expect you to figure things out and look for alternatives - sort of the definition of open world, but there are Lots of Tips and Tricks hidden in the Dialogues and the Tooltip windows that explain how things work, so you may need to pay attention.
And, oh by the way, please don't expect combat to be easy either.
You can beat Kunesh and take the stuff, you can lose the fight and then come back with your turd throwing idiot friends, or come back with lockpicks... or just sell something else to get the needed coin... or go back empty handed and get given the coin to get on with the day's work....
But you have to *do something* and not just whine that quests are not yet finished (axe and hammer and nails is not identical to one axe, and "just an axe" isn't equal to 10 pcs of coal (the end goal).
It is against the end wall of the main room, opposite the door. Just a plain wooden box ... but the guy literally has nothing, other than the clothes he is standing in and the un-paid for tools... so I usually leave him with those and find another way - because role playing.
You won't get enough money to complete the objective if you just sell the axe; you'll need the rest of the tools. The chest itself is in Kunesh's house, and that's in one of the rooms, against the eastern wall, near a window.
The fact that you have played KCD for less than a whole English hour tells me that what we have here is PEBCAK!
