NPC's, in any game, are always tied to locations unless a special script is made for the story line where they need to turn up for something at location X (same deal with conversation tree choices that are only available at a certain point but not before or after). Even NPC's that supposedly "roam randomly" have an actual scripted pathway and location times.
The map is out there, you just need to locate it. Best to look up where the locations for map VI are, there can easily be more than one copy and location of a map. I forget offhand if I have that one, I will need to check next time I play the game.
Map VI is not a random spawn, it's located at a fixed site, FWIW.
As for random spawns, there are indeed fixed sites where you'll get one of several random NPC spawns:
-Beggar merchants - vendors that sell maps and other sundry items (books, dice, etc).
-Beggar pilgrim/pauper wench - pilgrims want shoes or bandages for their feet, beggar wenches want alms or food
-Riddler
-Mercenary - random fight challenge for money

The best location for a Beggar merchant spawn is the hunting camp far to the east of Rattay in the woods right next to a Boar hunting spot - it is a small hollow that looks down on the boar spot. This camp will have a sleep/save bed in a deer blind, a chest, a goulash pot, and a smaller hollow with three pieces of meat in baskets.
Once per day, a Beggar merchant will spawn in this camp and invariably will have treasure maps for sale without fail until all the random merchant maps are gone, Just show up and you'll see him next to the goulash pot.
