Cant scroll with mouse wheel

So like the title states, I cant scroll with my wheel. I CAN zoom in and out on the map with the wheel, but in inventory or on a codex i cant scroll the page to read whats off the window. Page up/down doesnt seem to be a work around either. Any ideas? I have set controls to both "auto" and "PC". thx
