The Horse dealer will not give you that option. Could land you in jail. The same with bandits horses you find any as these horses have no name.

Ok so what is the main goal to steal an horse if i cant sell it? i think there could be an option to sell it to black market. For example you meet a guy and he give you a quest. After that you can sell horses to him.

Yeah, its a shame we don't have this option. Hopefully, the sequel will take the black market into consideration.
It would disrupt the economy of the game, simply stealing horses and capitalizing on it. One of the reasons we can steal horses is the original game mechanic (system) that waw removed. The second reason is that there are a few quests in the game where we need to steal horses or can. From a narrative point of view, people are cautious about buying unknown horses. And if a player would start stealing a horse in large amount so the rumours would spread in the region and everyone would be careful not only about buying horses but also watching their own.

Do you expect any game mechanic to have a 'goal'? Why is that?
You can steal horse because it makes sense that you're able to do it, but you have nowhere to sell it. Which also makes sense depending on how you look at it. So the 'goal' is, well, to steal it for use, as limited as it is
There's one quest in which you have to steal a horse (besides the prologue one) but that's it

So according to your logic when i steal an horse i would be only able to ride it around like a silly man getting the risk to be jailed? if i steal an horse i wanna sell him.

You can ride it thats all.
I found a lovely horse after killing bandits leader rode it back to the mill. Then whistle for Pebbles.
Road into town to give Bernerd the stirrups and bandits ear. went back to mill and horse was gone.
I also asked about this.

But killing 1 camp of people and selling all their loot for about 10k isn’t disrupting the economy? 😂
