The Horse dealer will not give you that option. Could land you in jail. The same with bandits horses you find any as these horses have no name.
You can steal horse because it makes sense that you're able to do it, but you have nowhere to sell it. Which also makes sense depending on how you look at it. So the 'goal' is, well, to steal it for use, as limited as it is
There's one quest in which you have to steal a horse (besides the prologue one) but that's it
I found a lovely horse after killing bandits leader rode it back to the mill. Then whistle for Pebbles.
Road into town to give Bernerd the stirrups and bandits ear. went back to mill and horse was gone.
