Report a translation problem
The method I used to get them working is create a mod folder in the main game folder which you've done, then create a text file called mod_order.txt, then drop the mod in the mod folder, then open up the mod_order.txt file and add a line of text which is the name of the mod (exactly as it is written), save and close. Now in theory the mod should work.
Main thing is to read whatever installation instructions come with the mod - I notice that the noslomo mod includes an installation instructions text file,
As a matter of interest, which horse armour mod are you using?
edit as a response in part to wjpower's tips: i do not need mod_order file.
for nomoslomo specifically the instal instr. says cleary YOU NEED to EDIT a file pak.cfg and add extra line data\NoMoSloMo.pak
read the instructions properly and all will work, rest assured of that. less vitriol, foking about here in discussions, more brains i suggest.
I have some mods which do require the mod_order.txt file so I put all of the mod names in there anyway even if it is a pointless task.
Oh yeah and I forgot about mods that need to be added to the pak.cfg file - I have some but it's been so long since I installed them I forgot about that kind of installation.
As I put at the bottom of my reply, the OP should always reads the installation instructions provided and the text file wasn't even hard for me to find so I'm also a bit confused about the OP's attitude.

Yes, I have two braincells, I read the instructions, they say to put the .pak file directly into data and add a line of code to the bottom of pak.cfg, I followed these instructions, they did not work.
I have heard that you need to enable devmode, but nobody ever bothers to say how.
I think you put -devmode into the launch options, but i've done this and that did not work either.
I don't understand why these games don't just have a simple mods folder that is already there apon installation, then all you'd have to do is extract your mod into the folder.
Its always these ♥♥♥♥♥♥ rpg games that do this crap too, Skyrim and fallout have the same issue, however not as bad.
Its not hard to add workshop support, developers need to start using the tools they have instead of over complicating things.
Also on the topic of devmode, why the hell is it not enabled by default? Its a singleplayer game! if the player wants to cheat, let them! Its not effecting anyone else!
Why do you think i'd be here making a discussion on steam of all things if I haven't bothered to read the instructions that pop up right infront of your face when extracting the folder?

What you're saying is the equivalent of the cable guy asking if you tried turning it off and on again. So don't come here insulting intelligence when you yourself are not intelligent enough to understand that if someone is going to such an effort that they'd be making a steam discussion, that they've clearly read the ♥♥♥♥♥♥♥♥ instructions and have tried many things prior up to this point.
Although they've read people asking about the same issues multiple times before, they are still very much willing to help out a fellow gamer but it all depends on how you present yourself - if the very title of your query has an expletive, that's not a very good starting point and it's going to put people on the defensive and make their freely-given advice less patient of polite.
Much better to restrict yourself to mods created after the last dlc were released, or those which were updated to work with the new mod option to 'replace by lines'.

That is the example of what i have at the bottom of my pak.cfg file, lets say the very unintrusive reticle mod, its simple to install, you move the .pak file into the data folder, then open up the pak.cfg and type as show above or if the mod is different then of course type in data/(modname).pak but it must be exactly as named when downloaded not as on the mod page.
