60 FPS @4K on high, 6 FPS during cutscenes

Okay, I'm running a brand new rig with a nice shiny 3070 and Ryzen 5600, 16gb of RAM @ 3600. The game runs beautifully during game play on high (even ultra @ around 45 FPS), but in the cutscenes it drops to around 5 - 8 FPS and the dialogue lags as it tries to catch up to the animations.

I'm running a couple of mods but nothing that alters graphics and it was running like this before I added the mods.

Anyone got any ideas what could be causing it? I haven't found much on Google.

I have done that and am just waiting on getting to a proper cutscene to see if it works. The problem is that now I get to deal with minor screentearing instead. Thanks for the quick reply though!
